Position Title: Senior Human Resources Generalist
Department: Human Resources
Reports to: Director of Human Resources
FLSA: Exempt

Starting Range: $59,740.00 - $62,244.45 annually

General Description:
Manages and drives the recruitment and talent acquisition development strategies and sources for TRE. Provides technical and strategic guidance to HR team in recruitment efforts, sourcing, and development of partnerships throughout regions that TRE serves (El Paso County, Teller County, Park County, Pueblo County). Supports HR team in all recruiting functions and leads the development of talent acquisition sources. Ensures the precision of HR data through accurate data entry and maintenance of personnel files. Partners with the Human Resources Manager and Director in providing regular updates supported by data related to the recruitment and talent acquisition strategies.
Essential Duties/Responsibilities:
Recruitment, Talent Acquisition Strategy & Onboarding

Research, contact and build strong relationships with talent acquisition partners with local school district work based learning programs, university programs, alumni development, veterans resources, and other talent pool resources to build out strong recruitment pipelines. Meet regularly with partners on hiring supports and candidate pipeline data.
- Develops, plans, registers, and leads all functions related to job fairs and/or hiring events, makes public presentations at schools and other organizations regarding information about The Resource Exchange and job opportunities to potential applicants.
- Regularly analyze TRE’s application process, applicant referral sources and regularly review data to determine where applicants are sourced from and how to increase pipelines. This includes, Paycom ATS, Indeed, CareerBuilder, LinkedIn, Handshake, CoConnections, etc.
- Develops and maintains a network of contacts including external recruiters and employment agencies to help identify, recruit, and source qualified candidates when critical needs arise.

Develops all recruitment collateral and advertisement for recruitment needs to include social media, job fair materials, maintaining budget to maintain strong employer branding about the organization and its opportunities to attract applicants and to fill specific job openings. Utilizes and partners with marketing for all social media hiring events posts to drive hiring and recruitment for TRE social media. Sources and recruits active and passive candidates directly and maintains communication with all candidates related to recruitment activities.
- Supports with updates to job descriptions and review and/or make edits to job descriptions written by others related to true needs of the role.

Supports the HR team in reviewing and screening applicant’s work history, education, training, job skills, and salary requirements for interviews with the hiring managers in the organization based upon volume and/or support needed. Understands Talent Acquisition and Onboarding and serves as back up for HR Generalists in recruitment and/or onboarding supports regularly.
- Develops effective practices for onboarding to increase candidate experience, employee retention and engagement. Regularly evaluates and adapts onboarding process as organizational needs demand and works collaboratively with others to effect necessary adjustments.

Partners with organizational tools, to include Predictive Index, to establish new employee and supervisor profile discussion, and sets schedule of communication with new employees and supervisors for effective working relationships and teaming supports.
- Leads TRE Employee Referral Program to publicize for TRE staff and regularly analyzes data.

Oversees all recruiting costs and stays within budget for TRE to include regularly analyzing time to fill cost analysis, turnover data, and applicants by career sites.
- Partners with department directors and hiring managers to develop and implement the process for TRE’s volunteer and internship program matches for candidate pipelines.

Participates in professional opportunities based upon personal professional development plan and/or needs of Human Resource Department.

Job Qualifications:
Knowledge, Skills and Abilities:

Education and Experience Requirements:
Minimum: Bachelors degree and 5+ years of direct recruitment, hiring and/or onboarding experience.
Preferred: PHR or SHRM-CP certification preferred. Experience working with an HRIS and ATS system or Paycom experience preferred.
Material and Equipment Directly Used: Computers/tablets, Printers, Copy Machines, Personal Vehicle, Cell phones/telephone, Cloud based systems and software, etc.
Working Environment/Physical Activities: Office, virtual, and community sites. Moderate physical activity required, such as walking, sitting, standing (ADA accommodations at the request of the employee). A working vehicle, valid CO driver’s license (unless active Military family), and auto insurance coverage with bodily injury and property damage liability coverage ($100,000/$300,000/$100,000 coverage recommended) are required.
