EDUCATION and/or EXPERIENCE
Bachelor's degree in Civil Engineering, Surveying and Mapping or related field, plus three years work experience in ground control, boundary work, construction layout, deed research, and/or legal description preparation. Working knowledge of coordinate geometry and standard land surveying practices required. Basic Word and Excel computer skills required. Required experience with Microstation, AutoCAD and Arcview software. Proficiency in ArcGIS Desktop 10.x is preferred. Excellent verbal, written, analytical, problem solving, and planning skills are required. In lieu of a degree, directly related job experience may be substituted on a year-for-year basis.

SUMMARY
Assists the Senior Right-of-Way Specialist in managing and furnishing all real property location data and documentation for MARTA owned land, to outside interests such as land surveyors, developers, and attorneys, and to departments within MARTA such as Facilities Maintenance, Engineering and Police Services. Designs certification drawings to be used in appraisals and negotiations for acquisitions or disposal of real property rights. Reviews boundary surveys and legal descriptions prepared by others such as the DOT (Department of Transportation), and developers on adjacent property for their permanent and/or temporary acquisition of MARTA property rights.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists the Senior Right-of-Way Specialist in managing all real property location data and documentation for MARTA owned land.
- Assists with initial data development and population of MARTA’s Real Estate Information System (REIS) and manages and Maintains the system on an on-going basis
- Prepares maps and displays for real estate staff and public meetings.
- Performs research on real estate titles, encumbrances and property characteristics.
- Coordinates with the Engineering Department to maintain data as needed.
- Coordinates with other real estate staff to keep acquisitions, dispositions, and lease information up to date.
- Responds to external and internal inquiries regarding MARTA real estate ownership information.
- Maintains REIS licenses and ensures hardware is up to date.
- Coordinates with consultants as needed for application maintenance and system improvements.
- Creates new data layers as requested.
- Performs other related duties as assigned.
