INTRODUCTION
MAJOR DUTIES
- Plans and executes project work plans and revises as appropriate to meet changing needs and requirements.
- Develops plans and schedules, estimates resources required, assigns individual responsibilities, defines milestones and deliverables, monitors activities, and evaluates and reports on accomplishments.
- Identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as a team or project; and predicts future environments or the impact on future processes.
- Manages the day-to-day operational aspects and scope of projects.
- Monitors and reports on project progress of the project to all stakeholders. Presents reports defining project progress, problems and solutions.
- Implements and manages project changes and interventions to achieve project outputs.
- Reviews deliverables prepared by the team before presenting to management. Leads presentations, develops financial reports, gains approval of proposals for new initiatives, and provides effective project management assistance.
- Designs, develops and implements an online knowledge management regimen for counselors and staff to use when coordinating the completion of all RSA federal reports with backup documentation prior to submitting to the Deputy Director.
- Provides oversight to the RSA staff that is responsible for monitoring the Workforce Innovation Opportunity Act (WIOA) Performance Measures.
- Provides support and administration of the VR online training platform, insuring that all facets of the platform are applicable and comprehensive for VR staff. Provide input and author SOW’s for contracts/HCA’s that need addressing from programs.
- Provide support and oversight of the VR Budget support meetings between Operations and Programs. Additionally, provide supports and input to all updates/goals relative to the RSA State Plan.
- Be the liaison between SOPPI and programs to insure VR has input/clarity/understanding and cohesion for VR staff to comply with documented Policies/Procedures/SOP’s.
- Provides oversight on all Memoranda of Agreement (MOA) and Memoranda of Understanding (MOU) implementations with Department of Mental Health, Department of Employment Services and other agencies to insure RSA is meeting all interagency obligations.
- Supports the work of the VR Administrator, Operations Manager, and other management staff in identifying business needs, assessing options and implementing proposed solutions.
- Performs other duties as assigned.
QUALIFICATIONS
Applicant must have one (1) year of Specialized Experience at the next lower grade level. Four years of related work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that typically involves developing, scheduling, coordinating, and managing projects and resources.

EDUCATION
Bachelor’s degree in a related field is preferred. An equivalent combination of education and experience will be considered.
Desired Education: Master’s Degree in Rehabilitation Counseling, Vocational Rehabilitation OR closely related Human Services field from an accredited college or university.
WORK EXPERIENCE/KNOWLEDGE REQUIRED
Knowledge of Vocational Rehabilitation (VR), the Workforce Innovation Opportunity Act and regulations to implement the Act successfully in the Agency.
Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including coordinating multiple efforts simultaneously, proactively troubleshooting problems, meeting deadlines, and advising supervisors and managers of key challenges or issues in a timely manner.
Expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory programs are administered and applied to complex health, medical, behavioral and other relevant care issues for persons requiring vocational rehabilitation.
Ability to apply critical thinking and problem-solving skills.
Ability to formulate a wide variety of recommendations concurrent with the Administration’s efforts to resolve significant issues.
Strong writing and analytical skills, along with the ability to analyze data and develop defensible arguments and/or strategies that incorporate key quantitative and qualitative information; and translating opportunities or weaknesses into strategies or policies to be considered.
Skill in public speaking and making strong presentations. Ability and experience working with citizen and intergovernmental groups and advisory committees, developing and making public presentations, and defending positions based on data, trends and analysis before public and government stakeholders.
Skills in Microsoft Office, including Excel, Word, and Access, and PowerPoint sufficient to perform data analysis.
