Summary
This is a temporary professional position for a video producer in the Office of Equity and Engagement (OEE), Allegheny County Department of Human Services (DHS).
The Video Production Specialist, as a member of the Video Production Team, works with the Strategic
Communications Advisor, the Senior Video Production Specialist and the Video Production Assistant in
department-led informational and instructional efforts employing video technology and works on the
development and production of video and digital media products from original concept to completed
project.
The Video Production Team works closely with others within the Office of Equity and Engagement to
develop and forward a department-wide agenda of employing video technology to inform/train staff and
allied partners and to educate clients about new DHS methodologies; to inform and educate stakeholders, including the general public about the Department, its programs and services; to research findings and new initiatives; to identify and develop creative ways to incorporate video into the overall DHS communications plan, and to showcase the Department and its achievements.
Essential Duties and Responsibilities

Work entails all aspects of video production from concept to completion, including research, lighting, running audio, shoots, edits, interviews, writes, and produces an array of content for DHS, in collaboration with clients.
- Collaborate with Video Production staff and other project stakeholders providing guidance and expertise in all aspects of video production.
- Works closely with design and communications teams in OEE to establish visual language and branding for videos.
- Looks for creative ways and new approaches to tell stories.
- Stays current, both in skills and knowledge, on new technology and trends, including equipment,
software, shooting and editing techniques.
- Works to develop creative ways to incorporate video into the overall DHS communications plan.
- Work with department stakeholders on virtual and in-person video productions from concept to delivery.

Knowledge, Skills and Abilities
- Knowledge of and experience in shooting, lighting, editing, writing, running audio, producing and content creation.
- Able to assist with clients and the production process from set up through completion.
- Possesses clear understanding of communications goals, audience and usage of video.
- Knowledge and use of Adobe Premiere Pro.
- Knowledge and use of software for image and audio editing, with a working knowledge of Adobe Creative Cloud products, including Adobe Photoshop, Illustrator, After Effects and Audition; digital file formats and analog and digital photography; compression tracks and techniques.
- Knowledge and use of virtual meeting platforms including Zoom and Microsoft Teams.
- Ability to work at a high level of independence with minimal supervision and function with flexibility.
- Ability to clearly communicate within the Video Production Team and with colleagues within and external to DHS.
- Has available and consistent access to reliable transportation and the ability to navigate in the community for related work assignments.
- Ability to sit or stand for long periods of time (2 plus hours), traverse building and carry up to 25 pounds (camera equipment, files, books, etc.).

Education/Experience Requirements
Bachelor’s degree with a major in TV/Film, Communications, related field, plus at least 6 months of
practical experience (e.g., internship, practicum, project work).

abilities.
Certificates, Licenses, Registrations
Act 33 and 34 clearances.

Valid driver’s license and access to a reliable vehicle in order to navigate in the community for work
related assignments.
