QUALIFICATIONS:

Bachelor's degree in Business Administration, Finance, Construction Management, Architecture, Engineering, or other related field preferred.

Preference will be given to internal candidates.

Demonstrated knowledge and proficiency in Colbi software preferred.

Demonstrated a clear understanding of bond project scope, budgets, contracts, and closeout.

Demonstrated experience managing construction accounts payable processing and tracking preferred.

Strong technology skills including knowledge of implementation and management of electronic data management systems.

Demonstrated strong ability to perform project/contract reports through electronic methods.

Demonstrated track record of successful goal achievement with the ability to think on a strategic level.

Strong oral and written communication with co-workers, contractors, architects and consultants, principals, and administrators.

Demonstrated excellent organizational and communication skills and personal relations.

ESSENTIAL FUNCTIONS:
-
Manage Architects, Contractors, Consultants and Project Managers regarding contract documents which includes generating, receiving, processing, and tracking contract documents to ensure timely and accurate review and execution.

Manage Architects, Contractors, Consultants, and Project Managers regarding close-out procedures receiving and tracking all required documents which will facilitate a successful project close-out.

Manage Architects and Project Managers regarding all front-end construction specification documentation during the design phase and in preparation for the project proposal openings.

Manage Project Managers regarding all invoices and pay applications in the Facilities and Construction Department to ensure timely payment and conformance with the Texas Prompt Payment Act.

Manage and process the Facilities and Construction bond budget and contract management process.

Generate, process, and track weekly payment draw packages to be sent to Finance for payment.

Attend pre-proposal, proposal, evaluations, and any VE meetings for all construction projects as required.

Attend pre-construction meetings to address the close-out process so that a clear understanding of and concurrence with close-out requirements as stated in the construction contract are fulfilled as required.

Comply with policies established by federal and state law, the State Board of Education rules, and district local and legal board policies and administrative regulations.

Reliable and regular attendance is an essential job function.

Travel to district construction job sites and facilities to attend owner/architect/contractor, coordination, and close-out meetings as required.

Perform other duties as assigned by, but not limited to, the Director of Contract Management, Director of Design & Facilities Planning, Director of Construction Field Services, Director of Project Management and Assistant Superintendent of Facilities & Construction.
