Director of Recruiting
Division: STEM
Salary: $150K - $200K
Location notes:Tulsa would be ideal, but open to candidates in the following areas with the right experience:

The Director of Recruiting will lead a team dedicated to identifying, recruiting, selecting, and placing high-profile candidates for advanced management, professional, and technical positions within the ARPA-H initiative. This role involves developing and implementing recruitment and employment programs tailored to attract, develop, and deploy top-tier talent to drive innovation and business goals for their assigned Sector(s). This position is integral in shaping the future of the ARPA-H initiative by ensuring the acquisition of top STEM talent through innovative, diverse, and strategic recruitment methods.
Experience, Education, Skills, Abilities requested:

Requires a Bachelor’s Degree and 12 years of HR experience focusing on recruiting, including a minimum of 3 years in a leadership or management role, or an equivalent combination of education and experience.

Recruiting management experience within the life science, public health and medical industries; federal experience within these sectors would be a plus.

Must have recruiting experience in the federal contracting sector. PHR or SPHR Certification preferred.

Experience consulting with hiring managers on all matters related to recruitment/staffing.

Excellent communication skills, including strong writing abilities.

Proven success in conducting effective and timely employment searches for organizations undergoing rapid change.

Ability to motivate and engage team members to achieve staffing goals.

Capable of educating hiring managers and leadership on the recruiting process.

Ability to include a diverse pool of candidates, sourcing from a wide group of cultures and economic statuses.

Ability to use Microsoft Office tools and familiarity with recruiting technology and HR enterprise systems.

Global recruiting experience in international locations with medium to large federal contracting companies.

Responsibilities include, but not limited to:

Manage and enhance recruitment and employment programs, optimizing staffing processes, including sourcing and selection of high-level STEM talent.

Collaborate with management to anticipate and fulfill current and future workforce needs, providing strategic advice as needed.

Lead, motivate, and develop recruitment staff, maximizing individual contributions and supporting professional growth.

Develop and implement recruitment best practices that align with the organization's goals and direction.

Organize and manage community events such as job fairs, advertising campaigns, recruiting materials, and social media outreach to expand the pool of qualified candidates.

Source from a wide group of cultures and economic statuses to ensure a diverse pool of candidates and networking with diverse groups and affiliates.

Oversee the development and management of an applicant database, monitor applicant progress, and produce actionable reports and information.

Ensure recruiting activities comply with OFCCP, EEO, and Affirmative Action Plans.

Oversee the Hiring Protocol and Outreach lists.

Identify and implement avenues for sourcing STEM candidates with a specific focus on multicultural and diverse backgrounds.

Establish and maintain relationships with high-level educational and research institutions for future sourcing needs.

Develop comprehensive candidate sourcing strategies including passive candidate outreach, recruitment marketing plans, and utilization of recruitment technologies.

Lead all recruiting operation capabilities, including sourcing, passive candidate outreach, employment branding, and marketing plans, screening, and onboarding of new hires.

Evaluate and improve current sourcing processes and external recruiting agencies, developing alternatives to continually improve the quality of talent.

Identify and select appropriate media, technology, and social media solutions that support employment branding, recruiting strategy, and processes.

Direct, evaluate, develop, coach, and regularly communicate with the recruiting team to achieve performance goals.

Build productive relationships with business leaders and external recruiting agencies to implement robust recruiting plans.

Establish and implement recruiting metrics to evaluate team performance, provide feedback to leadership on recruiting activity, and assess recruiting tools, programs, and initiatives.
