The Closeout Coordinator will work with internal stakeholders and external vendors to facilitate, expedite, and drive closure for all systems and documentation related to assigned construction projects. Provides oversight for construction personnel specific to closeout phase of pipeline construction to ensure successful close-out for internal and external partners.
Essential Duties:
- Gain full understanding of, implement and adhere to the complete closeout process
- Gather, prepare, process, coordinate, produce and maintain required capital construction project closeout documentation
- Provide complete feedback regarding missing, incomplete and/or incorrect closeout documents submitted by the construction group
- Monitor and track all closeout job packet/binder submittal, ensure all closeout documents are submitted to necessary parties in a timely manner
- Analyze capital project completion information and documentation to assure compliance with proposed/designed job scope, company policies, practices, standards and other applicable codes
- Utilize ArcGIS, GIS Survey Technology, and ESRI Software to track project life cycles, understand gaps in process, and update existing, abandoned, and new fixed assets in compliance with company SOPs, DOT, and PUC regulations.
- Evaluate and compare design and as-built drawings for job scope and cost variances, proper testing, accurate material reporting, and invoice approval
- Calculate and report footage of abandoned and/or installed mainline
- Prepare projects files and documentation, ensuring it is complete and up-to-date, may provide information and updates on weekly project calls
Desired Knowledge, Skills and Abilities
- Knowledge and understanding of gas utility construction logic and sequencing
- Knowledge and understanding of standard engineering practices and techniques - AutoCAD, Map3D, Civil3D
- Knowledge and understanding of GIS mapping concepts, GIS survey technology, ESRI platforms
- Experience in Enterprise Management Software, including SAP and Primavera P6
- Proficient skills using Microsoft Word, Excel, PowerPoint, Outlook, Teams, and other Microsoft office programs
- Knowledge of applicable policies, practices and procedures, as well as federal, state codes and PUC rules and regulations, and specific knowledge of the discipline
- Good planning, writing, organizational, project and data management skills
- Ability to work well under pressure and successfully meet deadlines
- Ability to read and understand technical drawings, such as pipeline installation design and as-built drawings, valve diagrams, GIS maps, etc.
Experience/ Minimum Qualifications:
- Bachelors degree in Business, Engineering, GIS, Construction management or related field
- Associate Degree in Drafting, GIS, Construction, Engineering or related field. Related military experience, technical training in gas distribution or construction industry accepted in lieu of degree
- Minimum one year of related experience
- Demonstrated ability to communicate effectively
Working Conditions:
- Perform limited travel to various project or office locations within service territory as needed for projects
- Perform sedentary work - exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body
- Operate a computer and other office equipment
- Endure physical demands, including maneuvering at work locations (including visual acuity, hearing, communicating, manual dexterity and repetitive motions)
- Position may require the ability to drive PNG company vehicles, use computer-related equipment and general tools when on-site, such as (but not limited to) calibration and electronic equipment, hand tools, etc
