Job Summary:
AEIO, LLC is seeking an experienced Employee Relations Specialist to conduct administrative investigations/inquiries, address corrective and adverse actions, and various other associated tasks summarized below.
Responsibilities and Duties:
- Independently conduct administrative investigations/inquiries into sensitive employee cases.
- Use investigative skills and practices to gather and assess data related to issues, including preparing investigative plans, conducting interviews, and preparing statements and reports of findings.
- Make recommendations for appropriate corrective actions based on the findings and works with decision makers to draft disciplinary and performance-based notices and implement corrective actions.
- Provide counseling and guidance to employees on rights and responsibilities associated with general workplace concerns and management actions, including the right to appeal or grieve disciplinary or performance actions.
- Provide advice and guidance to management officials, consistent with regulatory requirements and caselaw, pertaining to workplace conduct and performance issues, as well as appropriate responses to complaints and grievances.
- Provide guidance and advice to supervisors and employees on the full spectrum of human resources (HR) policies, programs, processes, and procedures including, but not limited to, Workplace Schedules, Telework, Absence and Leave, Domestic Violence and Workplace Violence, Administrative Grievance Policy, and Conduct and Discipline Policy.
- Work closely with performance management specialists and reasonable accommodation coordinator to ensure compliance with policies, regulations, and caselaw.
- Develop and update policies and procedures to enhance employee relations, leave programs, work schedules and other HR-related programs.
- Conduct research and develops policies and procedures for the conduct and discipline program and related programs that are used throughout the agency.
- Prepare guidance materials and reports necessary for program implementation and administration. Develop tools and reporting systems for management of the employee relations program.
- Stay apprised of current case law and provides advice and guidance to managers on employee conduct, performance, and discipline.
- Work closely with managers, supervisors, and representatives of the Office of General Counsel to draft counseling letters, reprimands, disciplinary actions, performance improvement plans and proposed and final decisions on adverse actions.
- Work closely with the Client Security Specialist pertaining to those actions associated with security and employment suitability.
- Ensure proposed actions are technically sound, based on merit, comply with law, regulations, caselaw, applicable procedures, and are initiated and effected in a timely manner.
Minimum requirements:
- Bachelor’s degree in human resources management, business, or related majors
- 5+ years of professional experience serving as an Employee Relations Specialist within the Federal Government.
- Must be able to adapt to change quickly and effectively.
- Must be able to work independently to prioritize work as well as collaborating as a team member.
- Must possess excellent critical thinking, verbal and written communication skills, and organizational skills.
- Must assure the confidentiality of highly sensitive data/information for any work performed.
Preferred qualifications:
- 15+ years of professional experience as an Employee Relations Specialist in public and private sectors.
- 5+ years of professional experience as a Labor Relations Specialist within the public sector.
- Extensive experience independently conducting administrative/management investigations/inquiries from start to finish, including developing investigative plans, conducting interviews and other fact finding, preparing statements and reports of findings with recommendations.
- A wide range of HR concepts and case law such as: advanced employee relations laws, regulations, principles, precedents, and policy sufficient to serve as the agency's lead consultant in providing advice and guidance to supervisors pertaining to employee performance and/or conduct issues.
- Skill in negotiating procedures and techniques sufficient to mediate in highly emotionally charged situations. Substantive skill in communicating verbally to advise managers at all levels within the agency, and to gain acceptance of recommendations. Substantive skill in communicating in writing to develop complex policy documents, prepare legal case documents, and present arguments.
- Expert level knowledge of a wide range of federal HR principles, concepts, laws, OPM guidance, and regulations to develop and lead implementation of new workplace policies, programs, and practices in the field of performance, conduct and discipline.
