DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The mission of the Solid Waste Management Department (SWMD) is to provide solid waste services to the citizens of Houston through the collection, disposal, and recycling of discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective.
The individual that will assume this role should have a market industry research background, knowledge and understanding in the area of collection, transportation, and processing of disposable waste within the solid waste industry (i.e., landfills, composition sites and transfer stations). Knowledge of researching the Bureau of Labor statistics is a plus. This individual is expected to meet the contract administrative demands of the SWMD's divisions in assisting with the development of specifications, scope of work, planning, and market industry research. The individual will perform these duties by partnering with the Finance Department on new contracts, renewals, price adjustments, change orders, and modifications; interprets contract documents and assists with resolving any dispute issues. The Contract Administrator will manage and review city contracts which include but are not limited to department goods and services. Their duties include analyzing potential risks involved with certain contract agreements and helping employees and leadership better understand the information outlined in the contracts. Attend scheduled pre-bid meetings, review formal bids, proposals for content and conformance to specifications and scope of work, review bid tabulations and fee schedules, recommend contract awards with Federal and City procurement regulations. Create contract release orders and service release orders, maintain department outline agreements, conduct investigations and assist the SWMD employees to resolve unpaid invoices, inquiries, and complaints. This individual will monitor the utilization of Minority/Women/Small Business Enterprises (MWSBE) on Solid Waste Management contracts and agreements. Investigates underutilization complaints, works with the Office of Business Opportunity (OBO) to process Goal Waivers, Contract-Specific Goals, Good Faith Efforts and Pre-Award Deviations. Other duties assigned by the Contract Administrator's direct supervisor.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.
EXPERIENCE REQUIREMENTS
Two years of contract compliance experience are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
