General Statement of Duties
The Assistant Director of Residential Services under the direction of the Director, coordinates the delivery of comprehensive services and supports for persons with disabilities and other populations. These primarily include residential services and supports but may include other types of services as assigned. The Assistant Director supervises regional managers, who utilize a person-centered focus to improve the quality of life for each person served in a way that has meaning to that individual, as well as to ensure compliance with various regulations and requirements. Programs provided must meet licensing and accreditation standards and conform to the agency's values, performance standards, policies and procedures.
Supervises: Regional Managers, may supervise Residential Managers, Direct Care Staff, Volunteers, and Interns.
Qualifications:
- Must be at least 21 years of age
- Bachelor’s degree in relevant field
- 4 years overall experience working with individuals with disabilities or in a related field
- Minimum of 5 years management experience with at least 1 year of supervising other supervisors
- Demonstrated ability to plan and implement strategies to improve the quality of services and effectively implement programs
- Ability to build positive relationships with consumers, families, and all levels of staff
- Strong written and verbal communication skills
- Strong computer skills
- Valid Driver’s License and personal automobile
- Sound decision making skills
- Self-starter with ability to handle multiple projects; good time management skills
- Works well independently
- Strong problem solving skills
- Ability to effectively communicate with the consumers with whom they are working
- Ability to effectively complete necessary work-related documentation through paper and computer record systems

Essential Job Functions:
A: Ensures Quality and Compliance Standards Are Met
- Monitors to ensure programs are fully staffed, high quality services are delivered, proper documentation is completed of services provided and required standards are met such as licensing, certification and accreditation standards.
- Regularly visits each program to develop a full awareness of consumer needs, staff issues and concerns and to review the services provided.
- Reviews financial reports to ensure operations are within budget including appropriate use of substitutes; maintains and submits documentation for all household and consumer expenditures; submits receipts for petty cash and Personal Needs Accounts. Recommends staffing patterns and other spending priorities to supervisor.
- Responds within 24 hours to consumer and family complaints, requests and concerns as needed, ensuring that problems are addressed and consumer needs are met.
- Assists senior management in preparing the any contract and grant renewals, as well as the annual work plan.
- Assists in writing program manuals which reflect policies and procedures for programs; ensures policies and procedures are properly implemented; ensures manuals are updated and revised periodically.
- Ensures regular communication with family members of persons served occurs to identify concerns, answer questions and coordinate services.
- Ensures volunteers and interns are appropriately used in programs, services and supports and works with supervisor to improve how these persons help Beacon Specialized Living New Jersey to deliver quality services.
- Ensures programs and services include activities and recreation that help integrate persons with disabilities into community life.
- Reviews the IHP/ISP (in programs where IHP involvement is required); to ensure a quality plan is developed and in the best interest of the consumer in line with billable services.
- Ensures program records and information for billing of services are properly collected and maintained on a daily basis and reports are prepared and submitted on time, including but not limited to, time and attendance, electronic case records, and daily transaction records.
- Ensures Managers and direct care staff are effectively and consistently using the electronic records system to record and collect data. Assists with help desk support to staff. Ensures electronic data is entered daily.
- Ensures residential services adhere to guidelines and definitions as set by the funding source. Ensures regional managers are reviewing AWARDS documentation every 3 days and certifying billing information each week.
- Supports managers to be effective supervisors, ensuring consistent use of personnel policies and procedures.
B: Assists with Planning and New Program Development
- Works with Director of Residential and Day Services, regional and residential managers to develop plans and strategies for the improvement of services and takes active role in continuously implementing improvement strategies.
- Remains current on relevant trends, service delivery requirements, strategic issues and recommends strategies for service improvement or changes that will keep services at the highest quality.
- As requested, assists with preparatory work to open new programs and expedite start up of new programs.
- Serves on an interdisciplinary team during the consumer discharge process and may be required to act as team lead ensuring smooth consumer transitions into residential programs.
- Applies an understanding of delivery care in a fee for service environment and ensures managers adhere to those requirements. Provides education and training to regionals, managers and direct care staff on the regulations and their application to the services they deliver.
C: Provides Supervision
- Hires, trains, supervises, and monitors direct reports in the performance of their responsibilities.
- Acknowledges staff and expresses their value to Beacon Specialized Living New Jersey, deepening the commitment of staff to Beacon Specialized Living New Jersey.
- Reviews time cards of all direct reports every 3 days and approves on a bi-weekly basis.
- Provides guidance, mentoring, training and help with problem solving.
- Conducts regularly scheduled supervision.
- Ensures staff meet annual program goals and individual performance goals.
- Ensures staff receive mandatory and, contingent upon availability of funds, professional development trainings.
- Ensure new staff receives on-the-job orientation and training.
- Available to address “On-Call” needs, based on schedule provided by Director of services.
- When volunteers and interns are working at the site, assists their Supervisor with assigning tasks and monitoring their work.
D: Other Responsibilities
- Routinely meets with supervisor and participates in management meetings and activities.
- Maintains positive relationships with persons, businesses and organizations that seek to work with consumers.
- Positively promotes Beacon Specialized Living New Jersey when working with persons inside and outside of Beacon Specialized Living New Jersey.
- Cooperates with Beacon Specialized Living New Jersey, Inc. and (DHS) or Department of Human Services staff during any inspection or investigation, licensing and accreditation reviews.
- Performs other duties as assigned by supervisor.
