Job Summary:.
The Controller will assist the Chief Financial Officer in directing Clay County Utility Authority’s “CCUA” accounting functions including cost, payables, and reporting. Ensure the accuracy of financial reporting, compliance with relevant regulations, and the development of efficient financial processes.
Essential Duties and Responsibilities:
- Manage and oversee the daily task of the Financial Assistant – Accounts Payable and the Financial Assistant
- Assist in the development of annual budgets and financial forecasts in collaboration with department heads and senior management to support strategic planning and decision-making.
- Prepare and oversee the preparation of financial statements, including balance sheets, income statements, and cash flow statements, ensuring accuracy and compliance with accounting standards.
- Oversees account reconciliations pertaining to banking, investments, general ledger, revenues, and expenses to ensure transactions are properly recorded.
- Conduct regular financial analysis to identify trends, variances, and opportunities for improvement. Provide insights and recommendations to management based on analysis findings.
- Ensure compliance with relevant laws, regulations, and accounting standards. Stay updated on changes in accounting regulations and implement necessary adjustments to financial processes and reporting.
- Coordinates activities for CCUA’s annual audit; prepares and provides work papers and schedules, financial statements as determined by the auditor; responds to questions and issues.
- Records fixed asset additions, disposals, and related transactions; reconcile fixed asset amounts to related balance sheet accounts.
- Monitor work results, hire, train and develop direct subordinates; provide support to accounts payable, cash receipt and billing staff to ensure proper handling and accounting of utility financial transactions.
- Assist CFO with tasks and projects, as directed
Education and Experience Requirements:
- Bachelor’s degree in accounting required.
- Certified Public Accountant.
- Minimum of five years of direct accounting or finance experience.
- Minimum of five years of progressive responsibility in an accounting department or division, preferred.
- Experience with a governmental entity and/or utility, preferred.
- Experience using Workday Financial Management, preferred.

Pay: $82,700.00 - $124,500.00 per year
