The Hive Group currently has an opening for a Senior Contracts Administrator for a (6-month temporary position) supporting our clients Justice Workforce Preparedness and Community Development (JWPCD) Line of Business. Their line of business supports a range of Federal, State, and local and non-profit clients in the delivery and improvement of public sector programs addressing a broad range of needs from affordable housing and homeless services to public health preparedness to assisting victims of crime. The ideal candidate will have a great attitude, a keen eye for detail, be flexible, and willing to think “outside the box” in a fast-paced environment.
Note:
This position can be remote, or preferably, a hybrid mix of (1-2 days in office & 3 days telework), at the headquarters office located in Reston, VA. Candidates MUST be able to work our core hours within the Eastern Time (EST) zone and reside in the Maryland, DC or Norhtern Virginia area to be considered.
Job Responsibilities:

Provide contracts support for proposals and active contracts with federal, state, and local and other clients.

Review solicitations and contractual documents and assist in the development of proposal responses ensuring consistency with corporate policy, pertinent regulations, and customer requirements.

Lead the development, writing and management of business/price proposal volumes to address requirements, and mitigate risk consistent with sound business practices, company policies, and government regulations. Maintain all required contractual and price/business volume documentation.

Identify to stakeholders contractual and/or RFP terms that pose risks to the company and resolve/implement risk mitigation strategies. Negotiate contractual terms with clients, focusing on mitigation of ICF’s risk.

Provide guidance and oversight, and work with client representatives to resolve operational and contractual issues that may arise during the performance of the contract, with a focus on mitigating ICF’s risk while meeting the customer’s needs.

Review and negotiate non-disclosure agreements, teaming agreements, and subcontract agreements (when ICF is subcontractor).

Support data calls, maintain compliance with SOX and other governmental requirements, as well as client audit requirements on an ongoing basis.

Proactively assess critical contract obligations and contract provisions, to include gaps and risks. Advise on contract revisions to better meet the needs of the Client and ICF.

Handle multiple priority tasks and proposals effectively.

Develop effective positive working relationships with both internal and external customers; participate in customer meetings as required.

Identify, mitigate, and address issues requiring management review.
Required Skills:
-
5+ years of experience in full life cycle contracts administration, with experience supporting Federal as well as State and Local contracts in the "private industry" sector.

5+ years of experience working with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, related federal and state legislation and regulations, and the Uniform Commercial Code

3+ years of experience developing business volumes including writing the cost narrative
