The Program Manager, Davis Bacon, and Related Acts (DBRA) is a member of the Worker & Community Protections team at the Harris County Department of Economic Equity & Opportunity.
As part of the Inclusive Procurements Division, the Worker & Community Protection programs ensure that contractors getting paid deliver on promises they made on compensating workers, operating a safe working environment, and creating economic opportunity in communities.
The Program Manager provides subject matter experience, technical assistance, outreach, and community engagement. Further, the Program Manager as the Labor Standards Officer (LSO) oversees the team of Project Monitors responsible for enforcing DBRA requirements, assuring compliance and worker protections pursuant to United States Department of Labor (DOL), United States Department of Housing and Urban Development (HUD), and Texas General Land Office (GLO) policies.
Performs administrative duties in reviewing and investigating compliance of Labor Standards Provisions:
Reviews Certified Payroll Reports (CPRs) to ensure payment of prevailing wage.
Review and approve construction project(s) pay estimates.
Provides reviews and/or conducts on-site interviews with construction workers (i.e., laborers/mechanics) to ensure compliance with Labor Standards Provisions during all construction phases.
Investigates employee complaints and provides and prepares findings with recommended solutions.
Provides timely technical assistance to contractors, clients, and internal department staff.
Conducts pre-bid/construction conferences to discuss and inform subrecipient and General Contractors about local, state, and federal regulations involved in federally funded construction projects.
Duties & Responsibilities:
Works across County with peers in other departments/groups to ensure collaboration for shared goals.
Oversees and trains staff (staff augmentation support) performing DBRA monitoring for Harris County CDBG-MIT federally funded projects and oversees the work of project consultants as applicable.
Serve as the Texas General Land Office Labor Standards Officer providing all necessary close out documents including the Final Wage Report.
Reviews and maintains proper documentation ensuring compliance with federal, state, and local policies and requirements.
Researches, analyzes, summarizes, and recommends actions for contract compliance. Reviews all required DBRA Reports offered by the Reporting Manager.
Provides timely technical assistance to supervised staff, contractors, clients, and other internal or external departmental staff.
