Job Overview
The Program Manager Special Education Support Instructional Services will develop, implement and monitor a district-wide system to ensure quality services related to Assisting Technology that is in compliance with all state, federal and local requirements. The incumbent will recruit, hire, supervise and evaluate performance of the Program Specialists, Assistive Technology. This manager will collect and analyze data and create reports to assist in state, federal and local special education reporting requirements and ensure overall efficient and effective caseloads for Assistive Technology staff, as well as managing the programming for students with visual impairments. The incumbent will provide guidance and direction through strong leadership in promoting the District's and department's vision of special education services in the District and community.
Position Description
Essential Duties and Responsibilities
Administrative
-
Design, implement, and monitor a district-wide system to ensure quality implementation of all consultative, evaluative, and instructional support services related to the use of equipment and devices to meet a student's educational needs required to access FAPE
- Provide leadership to the District Assistive Technology team in all areas of Assistive Technology
- Develop and maintain an evaluation process to appropriately support students with assistive technology services
- Monitor a database of requested evaluations and staff assigned to those evaluations
- Manage the District Assistive Technology team in resolving systemic issues regarding AT services
- Mange the district assistive technology inventory
- Collaborate with other departments in the District and other Program Managers in the department
- Promote the District's vision of implementing inclusive services, including utilizing evidence-based supports to maintain students in their least restrictive environments and utilize high-quality instruction and monitor student outcomes in an effort to support a transition to lesser restrictive environments as appropriate when students are served in special education settings
- Support District and department goals
- Supervise and evaluation Program Specialists
- Perform other duties as assigned
Campus Support-
Provide guidance to Specialists in using the Full and Individual Evaluation (FIE) to develop appropriate Present Levels of Academic and Functional Performance (PLAAFP) and programming for students

Serve as a resource to campus staff for assistive technology services

Attend staffings and Admission, Review, Dismissal (ARD) meetings to provide guidance and support to campus staff in making decisions related to the use and implementation of assistive technology services
Professional Learning-
Oversee the management of campus training on assistive technology devices and services

Manage the team providing training and assistance to campus staff as related to assistive technology

Manage the development of professional learning for district staff on evaluations, reports, services, progress monitoring, and appropriateness of assistive technology services and devices

Remain current on issues, laws, state and federal changes as related to assistive technology
Qualifications
Qualification Requirements

Master's degree or minimum of 7 classes (21 hours) towards completion of Master's degree in education or related field, required. Master's degree must be completed within first year of employment
- Assistive Technology Fundamentals I, Fundamentals II and Systemic Application Training preferred, may be substituted for education requirement
- Minimum of 2 years of experience in special education leadership/supervisory position at district level
- Minimum of 3 years of special education experience , including a minimum of one year of instructional support in a specialized instructional setting for students with cognitive disabilities (Life Skills teacher, Structured Learning teacher, Speech Language Pathologist, etc.) required
- Proficient in Microsoft Office, including Excel, Word, PowerPoint, and Outlook

Demonstrated knowledge of best practices, related to the implementation of district initiatives for inclusive practices

Demonstrated knowledge in special education law, policies and procedures

Excellent communication and interpersonal skills, both orally and in writing

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.
Additional Information-
Must be able to handle situations that may be volatile or stressful at times. This position requires travel to various campuses, district meeting sites, and conferences/meetings in and out of state.
