Job Title: Grants (Subcontracts) Manager

Vistant is seeking a qualified Grants (Subcontracts) Manager for an anticipated position within our organization. This role is crucial for managing the selection and coordination of specialized sub-recipients through sub-contracts or grants. This position will involve significant Agreement Officer Representative duties, serving as the primary contact for a subset of grantees and ensuring compliance with USAID's stringent regulatory and fiscal requirements.
Key Responsibilities:
- Oversee the management of consortiums with expertise in market access and/or innovative financing.
- Ensure effective management and execution of subcontracting processes in compliance with USAID regulations.
- Coordinate and manage grants under contracts, ensuring adherence to funding requirements and contractual obligations.
- Facilitate strong partnerships and coordination with local actors and entities within USAID implementation countries.
- Develop strategies to maximize subcontracting and grant opportunities for U.S. small businesses, new or underutilized partners, and local actors.
- Design and implement provisions that streamline the management of large numbers of grants and subcontracts while minimizing indirect costs.
- Enhance capacity-building efforts for local partners to effectively manage USAID awards.
- Develop and oversee detailed project milestones, timelines, and budget assessments to ensure reasonable cost practices and compliance.
- Provide expert judgment on grant deliverables, conducting thorough assessments and adjustments based on evolving project needs and objectives.
- Facilitate procurement processes that are inclusive of new and local partners, ensuring these processes are accessible and transparent.
- Serve as the primary liaison between Vistant and a wide array of stakeholders, including local and international partners, to foster strong collaborative relationships.
- Provide technical advice and guidance on all acquisition and assistance lifecycle management functions to ensure fidelity to USAID’s policies and expectations.
- Participate actively in the selection process for new applications, applying rigorous criteria to ensure the viability and potential impact of proposed projects.
Qualifications:
- Minimum of 7+ years of professional experience in grants management, with a particular focus on international development.
- Proven capability to manage large and diverse portfolios and to work effectively with both high-profile international partners and local organizations.
- Proven track record of successfully managing subcontracts and grants within large international development projects.
- Strong understanding of USAID procurement policies and regulations.
- Excellent organizational, leadership, and communication skills.
Preferred Qualifications:
- Advanced degree in Public Policy, Business, International Development, or related fields.
- Experience living and working in developing countries, with a deep understanding of the local contexts and challenges.
