About the Role:
Cityblock is seeking a Member Data Steward to serve as a data steward of membership attribution across all markets in partnership with the Data Platform, NM&I, Partner Success, and Market teams. The Member Data Steward will initially be a doer, working tightly with Data Platform, NM&I, Partner Success, and Market Teams to validate initial and ongoing daily, weekly, monthly, and quarterly member eligibility files to ensure members we are serving are accurate in terms of (1) still enrolled in the associated plan, and (2) part of the cohort we’ve aligned on with the partner. Over time, this team member will work with Data Platform to work toward establishing a comprehensive, enterprise approach for the management of data related to attributed members. This role will have oversight of membership accuracy including an accounting of unique members ever attributed to Cityblock, member movement between plans, disenrollment, re-enrollment etc. through reconciliation of membership files and data tables.
There are 4 lines of effort for this role:
Business rule clarification + alignment with contracts and state/federal regs Implementation of these business rules Ongoing monitoring of data quality + reconnaissance when there are errors Interface with payor partners to address gaps
The Manager will collaborate with cross-functional teams (Growth, NM&I, Data Platform, Partner Success, Markets, Finance) to define business requirements for member data, aligning with Cityblock-specific use cases and business priorities. The requirements will establish the framework for coordination with Data Platform to create data governance policies to maintain data quality and compliance, emphasizing business process implications.
Key Responsibilities:

Establish and enforce data governance policies and standards specific to member eligibility data. Collaborate with relevant departments to ensure alignment with data governance principles.

Implement and oversee rigorous quality assurance and quality control processes for member eligibility data. Conduct regular audits to verify the accuracy and completeness of member eligibility information.

Develop and maintain membership attribution requirements, logic, aggregation tools, reporting, policies and procedures to improve accuracy in membership across markets and lines of business.

Analyze member eligibility data to identify trends, anomalies, and areas for improvement. Generate and present regular reports on the accuracy, opportunity for improvements and efficiency of member eligibility data processes to Senior leadership.

Audit and enforce security protocols to protect sensitive member eligibility data. Ensure compliance with relevant privacy and data security policies and industry security regulations.

Identify opportunities to streamline and optimize end to end processes related to member eligibility data with emphasis on automation in monitoring and surfacing issues. Implement improvements in collaboration with cross-functional teams to enhance data accuracy and efficiency.

Act as a point of contact for addressing and resolving issues related to member eligibility data at an organization level. Partner with data custodian and cross-functional teams to implement corrective measures and preventive actions to mitigate data-related challenges.

Stay current on industry best practices and technological advancements related to member eligibility data management. Lead initiatives to continually enhance data stewardship practices and technologies.

The ideal candidate will be able to convey complex ideas clearly and concisely through both spoken and written channels. Capable of building and maintaining positive relationships with cross-functional stakeholders, foster collaboration and drive alignment.

This role is eligible for health insurance, life insurance, retirement benefits, participation in the company’s equity program, paid time off, including vacation and sick leave. The actual offer will be at the company’s sole discretion and determined by relevant business considerations, including the final candidate’s qualifications, years of experience, skillset, and geographic location. The expected salary range for this position is:
$94,518 - $118,000
