JOB SUMMARY
Assists the Program Manager (PM) with operations and activities in support of the National Park Service Experienced Services Program, ensuring the delivery of timely, high quality, and cost-effective services to the agency. Assists the Program Manager in improving the capacity to serve, manage, and deliver experienced services programs by interfacing with NEW Solutions staff, agency staff, and program enrollees in daily program operations. Supports Enrollees and Monitors to ensure an excellent experience with the ESP.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Assists Program Manager (PM) with operations and activities; prepares agreement applications, task agreements, other funding instruments, budgets, and all required agreement documentation to comply with federal regulations. Provides ongoing support, guidance, and assistance to external stakeholders including Coordinators, Monitors, Grants/Agreements staff, and Budget Specialists. Works closely with the agency lead to educate staff about the existence and utility of the program, resolve issues, and establish program policies.

Assists PM with processing agreements and amendments. Responds to agency staff requests for assistance; fosters and develops a solid working relationship with agency staff. Prepares budgets and cost estimates as necessary. Serves as a backup during the Program Manager’s absence.

Assists PM with enrollee relations. Interact with enrollees to obtain input for Spotlights; answer enrollee questions.

Provides support and guidance to internal stakeholders such as Recruiters, Program Specialists, Grants, Payroll, and Accounting staff to resolve all program-related matters.

Contributes to program materials, e.g., handbook, standard operating procedures, resource and orientation materials, forms, web pages, etc. Distributes work to recruiters and provides supervision in absence of Program Manager.

Assists in the coordination of program activities with Field, Accounting, and Payroll Departments. Monitors activities supporting the program (such as due dates), updates funding and contact information in enrollee management system (EMS). Maintains all electronic files (e.g., ensures files are complete, all agreements and amendments are correctly filed).

Assists federal staff in developing position descriptions, enters and approves positions in enrollee management system, and assists with advertising positions.

Processes personnel actions by entering them into and approving them in EMS, as required. Assists Payroll department in obtaining timesheet authorizations.

When needed, participate in conducting orientation for Enrollees and Monitors. Occasionally conducts outreach visits to program offices.

Experience with the National Park Service, Department of the Interior, or other federal agency as a contractor or federal employee preferred but not required.

Bachelor's Degree

Education and experience requirements may be substituted on a year-for-year basis by relevant, demonstrated, progressive, and directly related education/work experience.
