Job Summary:
The Compliance & Operational Risk Consultant is a key member of the Crest Services Corporate Office and provides critical support to all levels throughout the organization. They are responsible for maintaining strong subject matter expertise of applicable regulations, advising on regulatory requirements and applicability, maintaining awareness of issues and risks impacting Crest Services, and developing and executing compliance program activities such as risk assessments, monitoring, testing, and reporting. They will also represent Crest Services with external examiners, lead audit examinations, and draft, present, and manage corrective action plans.

Supervisory Responsibilities: None. This position will influence without direct reporting authority but may not make hiring or termination recommendations.
Key Responsibilities:
- Establish, implement, and maintain risk-based compliance standards and programs to drive compliance with federal, state, agency, legal, regulatory, and corporate policy requirements.
- Maintain compliance risk expertise and consulting for projects and initiatives across the Crest Services’ footprint.
- Develop, oversee, and provide independent credible challenges to standards with subject matter expertise.
- Consult with the operations leadership team for discovery and assume a leadership role in developing corrective action plans.
- Maintain appropriate oversight of corrective action plan execution with strong follow-up; conduct ready-reviews and monitor/control plans post-closure.
- Participate in the development of the Crest Services risk-based testing program.
- Perform routine self-assessment testing on procedural adherence and operational risk areas.
- Report findings and make recommendations to leadership and appropriate committees.
- Identify and recommend opportunities for process improvement and risk control development.
- Consult with the operations leadership team and others; exercise independent judgment while developing the knowledge to understand the functions, policies, procedures, and compliance requirements.
- Monitor the reporting, escalation, and timely remediation of issues, deficiencies, or regulatory matters related to compliance risk management.
- Make decisions and resolve issues to meet business objectives.
- Develop a Crest Services policy and procedure library and serve as the principal author for new and modified documents. Ensure policies and procedures are anchored with applicable regulations and policies respectively.
- Develop a risk-based policy and procedure for re-certification and archive version control.
- Develop and facilitate training to all levels of staff on compliance and operational risk trends, updates, and concerns.
- Collaborate with HR on emerging issues and make recommendations to address vulnerabilities and risks.
- Establish key [performance/risk/control] indicators and corresponding risk tolerance measures.
- Document and analyze self-assessment trending and present findings in written reports and oral presentations.
- Support the change management governance process with guidance from the Assistant Director of Operations.
- Interpret policies, procedures, and compliance requirements.
- Interface with internal compliance committee, external audit agencies, and regulatory bodies on risk-related topics.
- Serve as the point of contact for external regulatory bodies and represent and lead external audit examinations.
- Recommend and implement risk management solutions such as insurance, safety, and security policies, business continuity plans, or recovery measures.
- Conduct employment record checks according to company policy (motor vehicle checks, criminal background checks, OIG checks, personal insurance, etc.)
- Collaborate with Learning & Development and operations management to ensure annual required training is on track and completed within stated due dates.

Preferred Skills:
- 1+ years developing corrective action plans and effectively managing regulatory changes.
- Proficient with Microsoft Office Suite or related software to prepare reports, procedures, and policies.
- SharePoint familiarity is preferred.
- Familiarity with Six Sigma, Lean Six Sigma, FMEA, or other risk assessment methodologies.
- Knowledge of Iowa and/or Minnesota Home and Community-Based Services (HCBS) programs and associated regulatory requirements is strongly preferred.
Education and Experience:
- Bachelor's degree in business management, healthcare administration, or related field and/or equivalent work experience is required.
- 4+ years of compliance, operational risk, and/or audit experience is required.
- 2+ years of exempt-level business management experience is preferred.
- 1+ years of audit examination experience is preferred.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to occasionally lift up to 15 pounds.

Additional Details:
- Schedule: 40+ hours/week, Monday - Friday between 8:00 am – 4:30 pm.
- Work Model:: Hybrid work schedule with the option to telecommute up to 3 days/week after an initial evaluation period, subject to approval.
- Travel: Ability and willingness to travel up to 25% to support business operations, including occasional nights, weekends, and/or overnight stays within the Crest Services footprint.
