Special Note
This is a full-time, overtime exempt position on the Olympia campus of The Evergreen State College. This position is an “at-will” appointment, exempt from Washington State Civil Service rules and the Fair Labor Standards Act overtime requirements.
Position Purpose
This position is responsible for translating college business needs into technical solutions. The incumbent works directly with stakeholders to perform business analysis, application design, development, maintenance, programming, project management, quality assurance, trouble shooting, problem resolution, and consulting tasks for a wide range of highly complex computing systems, applications, data access/retrieval, and multi-functional databases.
Nature and Scope
Working in the Enterprise Applications (EA) team within the Enterprise Technologies group, this position provides systems and business analyses to support college work areas in the management, design, acquisition, installation, operation, and maintenance of Evergreen’s core enterprise academic and administrative systems, application performance, data security, and user support services.
Essential Functions
- Support all activities related to replacing existing or implementing new enterprise software systems.
- Meet regularly and as required with assigned administrative users to determine user requirements, including analyzing needs/problems and giving advice on the technical feasibility of solutions.
- Collaborate with other system analysts, application developers, users, and managers in the planning and prioritization of projects and support cases.
- Provide technical consultation, accurate estimates of planned work, maintain project and business analysis documentation, and maintain open and transparent communication with all stakeholders.
- Serve as an information technology consultant and technical support specialist for all major administrative applications of the college, both purchased software solutions and ones developed in house.
- Actively engage with customers to understand their business objectives and look for opportunities to streamline and automate business and technical processes within the M365 environment.
- Lead technical and business discussions relative to future enterprise applications direction; work with business leaders to understand business requirements and help them understand how technology trade-offs influence strategy.
- Collaborate with customers designing and supporting the implementation of process automations.
- Educate customers on Microsoft 365 products and services, guiding them on best practices for improving productivity and collaboration.
- Utilize modern software development techniques wherever possible to provide manageable and supportable solutions.
- Develop technical specifications for the development of software applications and the modifications of existing ones, including the development of specifications for databases, forms, reports, interfaces, and batch processes.
- As part of the EA team, design, code, configure, test, implement, and maintain new web/database software applications and modify existing ones.
- Follow established programming standards and processes in place for the team and contribute to their refinement, including using version control and participating in agile and pair programming efforts.
- Prepare technical documentation for computer programs, systems, operations, and users.
- Present designs, code, and technical documentation in walkthrough sessions for various audiences.
- Create, organize, and manage documentation about the systems acquired, data dictionaries, standards developed, processes, assumptions, strategic direction, policy gaps, compliance decisions, etc.
- Participate in staff meetings and as assigning in technical work sessions, user/technical teams, and presentations.
- Perform additional duties as assigned in the support of organizational goals and mission.

- Advanced understanding and hands-on skill with M365, including Teams, SharePoint, Power Apps, Forms, Lists, Planner, Project, Excel, and Word at an Enterprise level.
- Ability to provide senior level information technology consultation and specialized analysis, troubleshooting, and problem resolution for major organization-wide, high risk/high impact, or mission critical applications, such as Ellucian Banner suite, projects, databases, supported products, and operational problems.
- Ability to work in an enterprise resource planning system providing solutions to customers.
- Skill in acting as a communications hub to help projects maintain accountability of the participants.
- Excellent customer service, written, and interpersonal communications skills.
- Skill creating and maintaining SharePoint Online sites, including external sharing.
- Skill building process automation solutions in code or with toolkits, such as Azure Automation, Ansible, Power Automate, Power Apps, JAMS, or similar.
- Skill with scripting languages, such as PowerShell, Python, or C#.
- Skill with modern software development techniques.
- Working knowledge of infrastructure, concepts, and techniques in cloud environments, especially Azure cloud.
- Working knowledge of integrating detached complex systems and application programming interfaces.
- Ability to move older or in house developed processes into more modern or commercial tools.
- Working knowledge of PHP, XHTML, XML, or equivalent programming language(s) and respective frameworks and integrated development environments used to develop multi-tiered, distributed applications in a networked environment.
- Working knowledge of web resources and other tools used to support systems development, customer support, and professional development.
- Ability to use specialized computer tools and procedures, such as file transfers, batch files, remote desktop, VPN, standardized procedures, or customized software tools as required.
- Ability to work collaboratively in a diverse community with other systems administrators, business analysts, project managers, software developers, network engineers, technology support staff, organizational leadership, and stakeholders.
- Ability to work collaboratively in a high-paced, high-risk environment.
- Ability to communicate and convey highly complex technical information to others.
- Ability to manage multiple tasks/demands, use effective prioritization and organizational skills and ability to complete assigned tasks independently.

Minimum Qualifications
- Bachelor’s degree in software engineering, computer science, information technology, business administration, mathematics, or related field.
- Three years of professional work experience as a systems analyst/programmer, IT business analyst, web applications software developer, or database developer.
Desired Qualifications
- Technical certification(s), within the last five years, related to business analysis, change management, project management, M365 Power Platform, SharePoint, etc. from Microsoft, CompTIA, any college, or equivalent.
- Five years of professional experience as a systems analyst/programmer, preferably in a higher education or K-12 setting.
Conditions of Employment
