Job Summary:
This position will be supporting Enterprise Risk Management (ERM) and internal controls efforts to the Defense Logistics Agency (DLA) to advise and assist DLA in sustaining compliance for fully auditable financial statement reporting. This involves a detailed understanding of DLA end-to-end business policies, operational processes, and ERM experience to provide accounting, risk assessment, and audit support. Additionally, this involves support in audit support activities such as assessing, documenting, and resolving Notices of Findings and Recommendations (NFRs).
Duties and expectations include, but are not limited to the following:
- Analyzing end-to-end business processes, i.e., policies and procedures for personnel, acquisition, inventory, property, and material management.
- Providing authoritative advice on strategic auditing practices and standards.
- Providing support for the design and implementation of the ERM process as it relates to audit-related activities.
- Assembling robust risk registers and conducting risk analysis.
- Overseeing and monitoring risk and control matrices.
- Reviewing NFRs and working with stakeholders on remediation techniques.
- Providing analytical expertise using highly developed skills in support of various tasks and offer solutions to technical or managerial problems.
- Identifying financial statement deficiencies and risks and perform root causes to develop detailed recommendations.
- Performing tests to business processes and system controls.
- Implementing management solutions, to include developing training and workshop materials.
- Compiling, analyzing, and translating critical logistics operations risk, particularly in business cycles Plan to Stock, Order to Cash, and Excess to Disposal.
- Directing and reviewing work performed by other staff.
- Reading and applying guidance to standard operating procedures.
- Utilizing data analysis to analyze information.
- Leading client-facing discussions and meetings.
- Briefing Senior Management and Flag Level Officers.
- Updating key documents to align with current DLA guidance.
- Understanding of GAAP, GAGAS, OMB A-123, and FASAB.
Experience Requirements:
_ Mandatory:_
- Fifteen (15) years of functional and technical accounting and auditing experience, including the performance of financial and operational statement audits in DoD, federal agencies, and/or commercial Fortune 400 organizations.
- DLA J3 experience.
_ Preferred:_
- Particular experience in audits specific to the Department of Defense
- Knowledge of Logistics Operations
- GAAP/GAGAS/ICOR experience
- OMB Circulars No. A-123, A-134, A-136, and other OMB policies, FASAB, SSAC, and SFFAS experience
- Knowledge of DoD and DLA financial management policies and procedures
- Knowledge of DLA policies, systems and procedures for personnel, acquisition, inventory, property, and material management
- Familiarity with Logistics Operations
- Risk management, internal controls, ERM, and/or TOD/TOE experience
Mandatory Education Requirement: Bachelor’s Degree in in a relevant field from an accredited institution.

_ Preferred:_CIA, CFE, CISA, CDFM, or CGFM
Clearance Requirement: Secret Clearance at time of application.
