PRIMARY RESPONSIBILITIES:

Supervise the overall activity of the purchasing Department, being accountable for costs, quality and schedules of purchased materials and services.

Review all major purchase agreements and contracts for materials, services and equipment as to sources, quotations, prices, terms, etc..,ensuring uniformity, economy and limitation of liability.

Develop substitute materials, alternate methods, or new sources for required materials, service and equipment.

Create processes that are suitable to control inventory/expense items in a multi-facility environment. Develop a means to assure implementation and compliance in each center throughout the company.

Develop departmental budgets and material price and purchasing forecasts ensuring operations to the plan.

Support company plans for expansion by developing processes and programs that assure that purchasing and material requirements are in place for each new center.

Supervise members of the purchasing department.
EDUCATIONAL REQUIREMENTS:
Bachelor’s degree in business or related field preferred or post HS degree/certification with progressive career experience. 5 years purchasing and/or materials management experience, preferably in a multi-location business. Computer proficiency, including Microsoft Excel, Word and other automated purchasing systems. Demonstrated customer service skills, strong interpersonal and communication (both verbal and written) skills, and negotiating skills necessary.
EXPERIENCE REQUIREMENTS:

Experience supporting multi-location businesses.

Experience in examining and r-engineering operations and procedures, formulating policy and developing new strategies and procedures.

System implementation experience or work using automated purchasing systems.

Thorough knowledge of drivers within materials that affect financial performance.

Working knowledge of physical inventory and cycle counting practices.
PHYSICAL REQUIREMENTS:
Ability to sit for extended periods of time and performing data entry
INTERNAL/EXTERNAL INTERACTIONS:
This position requires extensive interaction with all Shields Health Care Group employees, vendors, and local community and government agencies.
