The California Department of Public Health (CDPH) is currently hiring for a Personnel Management Consultant Trainer (Associate Personnel Analyst) within our Human Resources Division (HRD).
HRD partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the Department to carry out its mission to deliver quality public health services. The mission of HRD is to support CDPH in attracting, hiring, and retaining quality employees.
We are looking for someone with a background in human resources, as well as training and/or public speaking experience. Your expertise will help CDPH’s programs meet their staffing needs, while upholding the State’s classification plan and merit system.

Responsibilities:
- Assist with planning, developing, organizing, and conducting training during the onboarding process to new staff on all aspects of merit-based hiring to ensure consistent interpretation and application of the California Department of Human Resources’ (CalHR) and the State Personnel Board’s (SPB) laws, rules, and systems
- Provide training to staff on topics including, but not limited to, processing and approving Requests for Personnel Action (RPA) in the electronic ServiceNow Human Resources (SNOW HR) system; the recruitment and hiring process; preparing hiring documents; reviewing duty statements; reviewing out-of-class assignment requests; and completing complex classification projects
- Maintain up-to-date training materials and develops new resources and tools, such as desk manuals, checklists, reference guides, and samples; compile relevant information to be distributed to staff in accordance with Department policies, practices, and methodologies, as well as laws and rules of applicable control agencies, such as CalHR and SPB; and assist in evaluating and updating classification related policies and procedures
- Assist in reviewing/monitoring RPAs, CDPH 2465s, and related documentation to identify issues and delays that require training or reminders for staff, as well as procedural, workflow, and system issues that can be improved; utilize a systematic approach to collect, synthesize, evaluate, and measure information pertaining to the work (tasks) performed by individuals, and the knowledge, skills, abilities, and other characteristics required for satisfactory work performance; and provide feedback to management and coordinate with them regarding staff progression and training needs
- Responsible for all aspects of merit-based hiring to ensure consistent interpretation and application of CalHR and SPB laws, rules, and systems, and effectively review, approve, and process hires utilizing the automated RPA system and CalHR’s Examination and Certification Online System (ECOS)
Desirable Qualifications:
- Minimum of three years of either (1) progressively responsible experience in technical personnel work, at least one year of which shall have been with independent responsibility for analyzing and recommending decisions on difficult personnel problems or (2) progressively responsible technical experience administrative or budget analysis, socioeconomic research or some other field which has developed a broad and comprehensive knowledge of personnel management
- Human resources experience and/or education
- Experience in training and/or public speaking
- Customer service experience
- Strong analytical, critical thinking, and communication skills (both written and verbal)
