Job Summary:
We are seeking a Subject Matter Expert (SME) Consultant to support our Software License Management (SLM) function. The consultant will play a pivotal role in managing, tracking, and reporting on all software licenses acquired or used by CCOG and its supporting contractors. This position requires extensive expertise in software procurement, inventory management, demand management, and compliance reporting.

Key Responsibilities:
- Software License Requests and Procurement:
- Use automated tools to process new and renewal software license requests.
- Validate requests for accuracy, compliance, and business needs.
- Obtain competitive quotes from vendors and develop decision briefings for management approval.
- Document negotiations and vendor selection justifications.
- Software License Inventory Management:
- Maintain an accurate and up-to-date inventory of all licensed software.
- Track, catalog, and manage software licenses using an automated tool.
- Reclaim unused licenses and redistribute as necessary.
- Conduct periodic audits to ensure compliance.
- Software License Demand Management:
- Develop and document the demand management process.
- Conduct surveys and data calls to forecast future license needs.
- Identify and mitigate risks impacting license procurement and service delivery.
- Software License Reporting and Compliance:
- Conduct software license reconciliation and prepare reports.
- Generate recurring and ad hoc reports on software license utilization.
- Maintain dashboards displaying current and projected software license statuses.
- Software License Portfolio Management:
- Research and recommend software alternatives and replacements.
- Consolidate similar software licenses for standardization across CCOG.
- Project Management:
- Develop and maintain a comprehensive Project Management Plan and Communications Management Plan.
- Lead project status meetings and provide regular updates to stakeholders.
- Contract and Financial Management:
- Maintain detailed accounts of expenditures and provide monthly, quarterly, and yearly expense forecasts.
- Participate in financial performance meetings and provide timely updates.
- Software Support Professional Services:
- Provide routine patching, troubleshooting, enhancements, and performance optimization services.
- Transition In/Out:
- Support the transition of software license management to/from other contractors.
- Develop and execute transition plans and schedules.
Qualifications:
- Bachelor’s degree in a relevant field.
- Minimum of 5 years of experience in software license management, procurement, and compliance.
- Extensive knowledge of software asset management tools and technologies.
- Strong analytical, negotiation, and communication skills.
- Experience in managing software licenses for large organizations.
- Ability to work under aggressive time constraints and meet deadlines.
