Summary Description
The Storekeeper-1 (SK-1) is designated by the Company as a vessel crew member and shall be responsible for representing, enforcing, and preserving Company interests, policies and procedures to other crew, clients, sub-contractors, and duly authorized authorities.
The duties of the SK-1 include but are not limited to the full implementation of the Company Safety Management System (SMS), Code of Conduct, Company Policies, and Company Mission Statement. And to ensure the safe and efficient operation and maintenance of the vessel including vessel operations as specified below. Additionally, the SK-1 follows procurement, receipt, storage, quality assurance, and expenditure procedures for all types of Government and Company property per the Company's
Government Property Manual and applicable Government publications.
RESPONSIBILITY AND AUTHORITY
1. The SK-1 is responsible for following the safety and environmental protection policies of the Company; motivating other crew in the observation of those policies; obeying appropriate orders and instructions from vessel officers; and ensuring that specified requirements of the SMS, Code of Conduct, and Company policies are observed.
2. To ensure the safe operation of each ship and to provide a link between the Company and those on board, the Company has designated a person or persons ashore having direct access to the highest level of management. The SK-1 (and all crew members) has been provided contact information for the DPA and alternate DP A. The SK-1 has the responsibility to monitor the safety and pollution prevention aspects of the operation of their ship and to ensure that adequate resources and shore-based support are applied, as required. Any deficiencies must be immediately reported to the Master and Company DPA.
3. As directed by the Master, the SK-1 has the authority under his/her credential to perform responsibilities aboard their vessel or when otherwise engaged in the business of the Company in the capacity of an SK-1 in a manner consistent with this job description.
4. The SK-1 is responsible, under the direction of the Master, Chief Engineer, and other officers designated by the Master for handling, inventory management, warehousing, packaging, and transportation, and disposal of Government and Company property. The SK-1 also assists t in the procurement of Government and Company supplies and services using Government and/or Commercial sources and assists with configuration validations and processes and updates Allowance Change Requests (ACRs) and other property administration records as directed. The SK-1 assists in maintaining property inventories and performing purchasing functions through the Company's and Government's automated maintenance and purchasing programs (currently ABS' Nautical Systems (NS) software and SAMM respectively).
5. As directed by the Master, and when so rated, the SK-1 serves as a RFPNW and is responsible for navigation, safety, and security duties as assigned by the OICNW. The SK-1 performs preventative and routine maintenance and cleaning of the vessel, operates deck equipment and machinery, serves as a rigger and participates in mooring and anchoring operations of the vessel at the direction of the Master, Chief Mate, and/or OICNW and in compliance with the applicable laws and regulations of the United States of America, coastal states in whose waters the vessel is operating in, and the Company SMS in a manner consistent with maintaining the safety of the crew and the protection of the environment.
6. The SK-1 escorts, observes, and monitors the safety of visitors to the vessel
ORGANIZATIONAL RELATIONSHIP
1. The SK-1 is accountable to the Master and shall report to the Chief Engineer as directed.
2. The SK-1 shall, as directed, cooperate and work closely with client representatives, Operations Coordinator, vessel Officers, and any other persons necessary for the safe and efficient operation of the vessel.
QUALIFICATIONS AND EXPERIENCE
The minimum qualifications, credentials, and experience required for each SK-1 are:
I. Be a citizen of the United States of America and hold a Secret Security Clearance.
II. Possess the U.S. Coast Guard credentials required by law for service as an Ordinary Seaman or Able Bodied Seaman on the route and class of vessel appointed to, including a valid
Medical Certificate.
III. Must possess STCW Basic Safety Training (SST).
IV. Possess a Transportation Worker Identification Card (TWIC) and a valid United States Passport.
V. Have the ability to read and write English as well as render, understand, and react to commands given in English.
VI. Have extensive experience procuring and managing U.S. Government property, preferably in the marine environment. At least five years' experience as a USCG or USN storekeeper or Supply Officer is highly preferred. Experience with NS, SAMM, or similar software is also preferred.
