Description:
Vistra Communications is seeking a Section 508 Specialist to support the DoD Military-Civilian Transition Office (MCTO) to be part of a team that will provide comprehensive programmatic research, analysis, and support services to facilitate the smooth transition of Service members, Reserve Component (RC) members, and their families into civilian life. The team will be responsible for conducting thorough assessments, developing actionable products, drafting documents, and offering recommendations to enhance the transition process. This role will provide support to the MCTO in their missions to ensure the delivery of cohesive, outcome-based training, events, products, and courses that align with the diverse needs of transitioning individuals and their communities.
Key Responsibilities:
1. Producing or assessing digital instructional materials that adhere to accessibility standards. Identifies and resolves accessibility barriers to provide accessible material and websites. Supports real-time and post-production captioning services to provide accessibility.
2. Evaluate the accessibility of instructional technology devices and software and make recommendations concerning best practices.
3. Interpret and ensure compliance with local, state and federal laws as they apply to disability.
4. Provides accessibility analysis, documentation, and remediation of digital learning experiences.
5. Implementing accessibility and disability standards, regulations, and best practices including WCAG 2.0, Section 508, WAI-ARIA, UAAG and ATAG.
6. Develop and review documents compliant with Section 508 of the Rehabilitation Act, the Presidential Plain Writing Act of 2010, and U.S. Copyright law.
7. Gathering and organizing information to resolve problems and redefine processes and procedures.
8. Collaborating with various levels of government personnel and conducting onsite observations to determine the methods, equipment, and resources for product development.
9. Develop solutions or alternative practices and recommend new systems, procedures, or processes.
10. Review and edit correspondence, curriculum, and programmatic documents. Provide recommendations to management through presentations or written reports and confer with managers to ensure changes are effective.
Requirements:
Qualifications:

A bachelor's degree in computer science, information technology, digital accessibility, or a related field is required. (Master’s degree preferred)

At least 10 years of experience in digital accessibility, Section 508 compliance, or a related field. Proven record of accomplishment of implementing accessibility standards and guidelines in digital products and services.

Security Clearance: Tier 1 (T1)

Experience with assistive technologies (e.g., JAWS, NVDA, Voiceover, ReadOutLourd, Zoomtext, MAGic, braille keyboards, embossers, textbook conversion, speech recognition, captioning, etc.) and various accessibility tools.

Expert knowledge of Section 508 of the Rehabilitation Act and other accessibility standards and regulations such as the Web Content Accessibility Guidelines (WCAG). In-depth understanding of accessibility principles, techniques, and best practices.

Proficiency in using assistive technologies and accessibility testing tools to evaluate digital content, applications, and websites for compliance with accessibility standards. Experience in conducting accessibility audits, remediation, and testing.

Strong understanding of web development technologies including HTML, CSS, JavaScript, and ARIA (Accessible Rich Internet Applications) to implement accessible design and functionality. Experience in coding accessible features and elements.

Experience in creating accessible documents such as PDFs, Word documents, and presentations. Knowledge of accessibility features and techniques for creating accessible content, including proper document structure, alternative text, and navigation aids.

Experience in providing training and education on accessibility best practices to developers, designers, content creators, and other stakeholders. Ability to communicate complex accessibility concepts in a clear and understandable manner.

Knowledge of federal laws, regulations, and policies related to digital accessibility and Section 508 compliance. Experience in interpreting and applying accessibility requirements to ensure compliance with legal and regulatory standards.
