Overview:
We are seeking a skilled Maintenance Engineer with EC/Utilities Mechanical experience to join our team. The ideal candidate will have expertise in various technical areas and a strong commitment to ensuring the smooth operation of our facilities.
Duties:
Provide technical expertise on all mechanical process equipment associated with the operation of the environmental control process area, water processing unit and utilities distribution systems of the site. This position is the "go to person" on all matters related to equipment and process reliability. The position focuses on sustaining and improving equipment and process reliability/uptime through analysis and recommending, developing and implementing improvements that include best operating strategies, best maintenance practices and change in design.
Utilize reliability and mechanical knowledge to identify defects. Utilize advanced understanding of reliability methodologies to analyze historical performance and repair data to evaluate and prioritize defect elimination (RCFA/FMEA) and propose changes to procedures (operations and maintenance), materials, or equipment design to restore, maintain, or help improve the previously demonstrated capacity of the asset.
Skills:
· BS degree in Mechanical Engineering.
· 3 years or more of experience in plant operation as a Mechanical / Maintenance Engineering.
· Strong technical writing and verbal skills.
· Ability to plan, prioritize and implement multiple concurrent projects.
· Good Interpersonal and Conflict Resolution Skills.
· Good Analytical and Problem-solving skills.
· Ability to thrive in a Team Environment – work well with wage roll and exempts.

- Mechanical integrity standards applications of materials in corrosive and toxic environments.
- Developing maintenance procedures, equipment fabrication, and repair specifications.
- Planned Preventive Maintenance technologies.
- Instrumentation and process control.
- Root Cause Failure Analysis and Failure Mode and Effect Analysis.
- Industry and Corporate Engineering codes and their application.
- Cost/Capital analysis and justification.
- Process Safety Management process particularly Management of Change.
- Familiarity with Electrical Engineering (motors, controls, instruments, starters, etc.) is a plus.
Leadership and Expectations
The EC/Utilities Mechanical / Maintenace Engineer must have operations experience and be able to manage the activity of the organization in a cooperative effort with the La Porte site tenants. In addition, he/she must be able to deal tactfully with many diverse personalities in site organization other than the incumbent's direct line. Overall job description:
· Provide higher level of reliability analysis through utilization of Reliability principles, tools, techniques and resources.
· Track Planned Preventive Maintenance (PPM) recommendations, effectiveness and Optimize the PPM program (add, modify or delete tasks).
· Evaluate New PPM and Equipment Technologies for use at Site to improve Reliability.
· Apply engineering theory, practices, and principles to perform physical failure analysis, determine root cause of equipment failures.
o Analyze equipment trends, historical data, and equipment downtime data to recommend and justify improvements to obtain optimal life cycle cost.
- Analyze Predictive Maintenance data and make recommendations.
- Understand failure modes of critical equipment and identify appropriate Maintenance Strategies/Technologies to mitigate.
- Create, Maintain and Track the Bad Actor List (Low MTBF, High Costs, Big Downtime contributors) and develops an Action Plan for each Bad Actor through identification of proximate cause (5-Why) or formal root cause analysis as needed.
- Create Growth Models, Weibull and MTBF Calculations on individual equipment items to predict time to next failure, Changes in reliability, Probability of failure, probability of failure at some future time, Optimum time for restorative task.
o Lead Reliability Maintenance (RCM) and Failure Mode and Effects Analysis (FMEA+) opportunity efforts and initiatives.
· Develop, lead and implement programs/systems/processes and equipment upgrades that improve equipment reliability
· Monitor equipment performance and trouble shoot equipment problems.
· Provide technical input to the Maintenance coordinator and Operations management for determining the criticality of scheduling equipment down for needed maintenance.
· Develop equipment repair scopes and specifications, assist sourcing in selection of repair facilities, develop mechanical integrity and quality assurance plans, schedules, specifications, and render field engineering assistance during equipment repairs, inspections, fabrication, testing, and commissioning.
· Develop and implement programs that optimize maintenance costs such as Optimizing PM Tasks (add, modify or delete tasks) on critical equipment.
· Lead mechanical turn-around/shutdown and participate in the Post Shutdown Analysis for all Shutdown/Turnarounds.
· Participate in PSM activities as defined by site manuals and practices, mainly focused in mechanical integrity (MI) and quality assurance (QA)
· Support capital projects by:
o Participating in equipment selection and layout to optimize “maintainability”.
o Promoting consistency by standardizing equipment.
o Providing technical expertise for installation, check-out, maintenance procedures and startup.
o Assuring that necessary spare parts are identified and inventoried
o Periodically writing and implementing Changes of Design and small Capital Projects as needed to meet and improve equipment safety, regulatory compliance, reliability, performance, ergonomics, maintenance costs, and achieve desired quality and operational rates.
o Optimal maintenance asset strategy for the equipment.
o Lowest long-term cost of each scenario to aid in making a financially sound decision (Life Cycle Cost Analysis).
· Perform periodic reviews and/or development of site Maintenance and Reliability documentation (Maintenance Procedures, Inspection Plans, etc.).
· Continually promote consistency by standardizing Operating and Maintenance Procedures as they relate to Reliability.
· Participate in continuing education courses, professional organizations (e.g. SMRP) and reliability conferences to keep current on and evaluate new and emerging technologies for their applicability.
· Support and Lead the MIQA site effort.
– Work with Inspectors and Metallurgist to ensure equipment inspection and test plans are developed, in place, and periodically reviewed and updated.
– Update/amend work notifications for existing PSM Critical Equipment based on inspection strategy plans.
– Setup and facilitate review meetings to determine level and type of inspection for PSM critical equipment not currently inspected (i.e. all other mechanical equipment excluding Critical Pressure Vessels, Tanks, and Piping).
– Lead the implementation of all other MIQA Critical Operating Tasks.
· 24 / 7 on-call help is a job requirement (on plant and off plant - machine shops and OEMs).
· Participate in and support Process Hazards Analysis (PHA) Teams led by operations.
