Full Job Description

Overview:
We are seeking an experienced and dynamic Executive Director to lead our organization. The ideal candidate will be a strategic thinker with proven leadership skills and a track record of successful business development.

The Southside Behavioral Health (SBH) serves as the single point of entry into publicly funded mental health, developmental, and substance abuse services, including state hospitals and training centers, for the Town of South Boston and the Counties of Halifax, Mecklenburg and Brunswick that established it. The Executive Director serves as SBH’s Chief Executive Officer, and is employed by and serves at the pleasure of the SBH Board of Directors under an annually renewable contract that contains mutually agreed-upon performance objectives and evaluation criteria. The Executive Director is directly accountable and responsible to the SBH Board of Directors for providing leadership and overall management of operations. This includes program and service delivery management; strategic planning; financial management; human resource management; physical operations; information system operations; compliance with applicable state and federal statutes, regulations and policies; quality improvement and risk management; support and assistance to the Board of Directors; and interface with state and local governments and advocacy groups. The Executive Director has been granted authority by the Board of Directors to establish standard operating procedures concerning the delivery of SBH services and the operation of SBH facilities. Responsibilities

Responsible for developing strategic and operational plans, monitor revenues and adjust expenditures in collaboration with the Director of Finance, manage the financial, physical, human resource operations and serve as the appointing authority for positions within the SBH.
Develop and monitor a contract management system and assure SBH is in full compliance with all licensing, human rights, and other state or federal statutes, regulations, and policies.
Ensure mechanisms are in place to promote the delivery of high quality services and the management risks, implement policies
Serve as the chief staff person to SBH board members, act as the chief liaison with elected and appointed state and local government officials, represent SBH in the VACSB regional, local government and state government.
Provide monthly board reports, provide oversight to the operations of SBH, manage and adjust agency wide and program budgets, ensure that local, state and federal guidelines are met in the budgeting and use of funds.
Participate in planning, coordinating and advocacy activities at state, regional and local levels, build relationships with consumers and family members, advocacy groups, and other public and private agencies
Ensure SBH satisfies all requirements in its performance contract with DBHDS, ensures that SBH services are marketed in the community to provide up to date and accurate information.

Qualifications

Minimum Education: Graduate from an accredited college or university with an undergraduate degree in social work, psychology, rehabilitation counseling, or another human services-related field: in business, public, or hospital administration or another management-related field; or in another field combined with considerable experience in leading public or private organizations with functions and responsibilities that are similar or comparable to a CSB. Comparable related experience may substitute for education.
Preferred Education: Graduation from an accredited college or university with a master’s degree in social work, psychology, rehabilitation counseling, or another human services-related field; in business, public, or hospital administration or another management-related field; or in another field combined with extensive experience in leading public or private organizations with functions and responsibilities that are similar or comparable to a CSB.
Minimum Experience: Some experience in leading public or private organizations with functions and responsibilities that are similar or comparable to a CSB, including experience at smaller similar or comparable organizations or smaller units in larger organizations. Some experience in working with a board of directors or other governing body structure that has policy, operational, and fiduciary authority and responsibilities. Some experience in working with a broad range of constituents, including consumers, family members, and advocacy groups in the mental health, intellectual and developmental disability or substance abuse services area or a similar or related human services field.
Preferred Experience: Experience in leading public or private organizations with functions and responsibilities that are similar to this CSB and that are comparable in size (budget, employees) to this CSB. Experience in working directly with a board of directors composed of citizen members that has policy, operational, and fiduciary authority and responsibilities and hires its executive director, who serves at the pleasure of the board. Some experience in implementing high performance organization or similar organizational leadership developmental approaches. Some experience with applying the concepts of recovery, empowerment, self-determination, or person-centered planning in mental health, intellectual/developmental disabilities, or substance abuse services.
Preferred Competencies: Knowledge of mental health, intellectual and developmental disability, and substance abuse programs and services. Some knowledge of the concepts of recovery, empowerment, self-determination, or person-centered planning as they relate to mental health, intellectual/developmental disabilities, or substance abuse services and some knowledge of the provision of services to individuals with co-occurring disorders. Ability to provide clinical or programmatic oversight of mental health, intellectual and developmental disabilities and substance abuse services. Ability to develop leadership teams within the organization that are effective and productive. Ability to lead an organization during times of change.
