Microsoft Technical Architect/Senior Systems Analyst

Job Summary/Objective:
Provides leadership in the maintenance, development, and promotion of Albemarle County’s use of Microsoft 365, SharePoint, and Power Platform. This includes the full spectrum of support, including: investigating user requirements and licensing needs; developing design specifications for solutions to improve business processes; creation, implementation, and staff training of implemented solutions; day-to-day support of this infrastructure, regardless of department; and handling upgrades and communicating new features.
Essential Functions:

Manages projects to integrate new solutions into current and new applications to create more efficient and easier to use systems;

Provides project team leadership over team of Information Technology System Analysts and user staff who may be directly responsible for several Microsoft solutions;

Provides coordination between various user departments during the implementation of solutions to ensure both interoperability and common interfaces for simple to complex projects;

Acts as liaison between vendors, user departments, boards, and outside agencies;

Develops strategies, goals, objectives into long-range plans to facilitate transitions to new technologies and software as needed to support changing organizational needs;

Works with County managers and staff to evaluate and incorporate continuous process improvement through utilization of best business and operational practices and available technological resources;

Leads system troubleshooting efforts on behalf of local government as issues arise, maintaining effective communication with users, vendors, and internal support staff, and working closely with all parties to resolve Microsoft-related operational and system issues;

Provides leadership for implementing both in-house written and vendor-written applications.

Prepares and Quality Control checks documentation for applications and performs Quality Control checks on work of other staff;

Provides status reports to supervisor and management;

Keeps abreast of and evaluates new technologies through training, conferences, and various other resources;

Participates in department's teamwork concept;

Meets departmental and organizational deadlines;

Performs various other activities as required. This could include, but not is not limited to, serving as technical backup to other facets of the Enterprise Application Services division within IT.

Required Education and Experience:

Five or more years combined experience as a Microsoft, SharePoint, or Teams administrator, or related position in a similar, enterprise environment, plus preferably one of the following:

Baccalaureate degree from an accredited four-year college/university with extensive class work in information systems; or,
-
Community college degree in Computer Science or Business. Additional experience may be substituted for education.
Physical and Mental Requirements:

Work is typically performed in an office, computer room, computer classroom laboratory, and/or conference rooms.

Continuous ability to communicate by phone or similar technology is necessary.
-
Regular use of keyboards, computers, laser printers, etc. is necessary.
-
Work requires occasional handling of small fragile computer components and large components weighing in excess of 50 pounds.

Occasional operation of county vehicles to travel to locations throughout the county is required.
-
Regular contact is made with internal departments and senior persons at all levels of County government and the school division.
-
Contacts are usually cooperative, however, require tact and diplomacy.
-
External contacts with vendor companies and other Information Technology agencies are necessary.

Occasional need to perform urgent tasks to meet organizational deadlines.

Frequent work activity after normal duty hours and occasional weekend duties are necessary.

Depending on job location, employees in this position may be considered essential personnel and fall under Albemarle County AP-4 and in addition, be subject to working overtime, being held over, or called back for disasters, local emergencies, or special events.
Remote Work:
This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
The Salary Range:
The hiring range for this position is $39.64 - $43.81 per hour (approx. $82,443- $91,121 per year.) Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
