Here's a summary of responsibilities:
The USOPC seeks an exceptional candidate to join its Ethics & Compliance team as Sr. Director, Compliance Investigations and Ethics. The Ethics & Compliance team is responsible for ensuring that the organizations recognized by the USOPC as National Governing Bodies (NGBs) meet their membership obligations as outlined in the Ted Stevens Olympic and Amateur Sports Act, USOPC Bylaws, and other USOPC policies (collectively, the Requirements) and for investigating and resolving other compliance matters. The Ethics & Compliance team is also responsible for ensuring the USOPC complies with its obligations in the Requirements. It promotes a culture where USOPC team members can report misconduct or other concerns without fear of retaliation. The team accomplishes this goal by 1) diligently tracking and responding to reports of potential USOPC and NGB non-compliance; 2) initiating and managing investigations into alleged or suspected non-compliance; 3) supporting internal USOPC efforts to organize resources to aid NGBs in meeting their compliance obligations; 4) when appropriate, bringing forth and prosecuting formal complaints against NGBs for non-compliance per the Sports Act and USOPC policies; and 5) investigating alleged USOPC non-compliance.
In their capacity as Sr. Director, Compliance Investigations and Ethics, this individual reports to the Chief Ethics & Compliance Officer and is responsible for 1) directing and conducting investigations initiated by the Compliance team; 2) ensuring timely and appropriate resolution of compliance investigations and ethics matters; 3) developing and maintaining policies and procedures based on best practices regarding investigations; 4) documenting, monitoring, and prosecuting NGB non-compliance matters; 5) resolving USOPC compliance matters; and 6) managing all aspects of the USOPCUSOPC'scs program in collaboration with the Chief Ethics & Compliance Officer.
This position will work across the USOPC to coordinate investigations and develop and maintain consistent recordkeeping and reporting processes. Significant internal stakeholders for this position include Legal, Audit, Security & Athlete Safety, NGB Services, and the Athlete Ombuds Office.
Here's how you'll have an impact:

Lead USOPC work on NGB compliance investigations by:
-
Understand and keep abreast of all federal and USOPC requirements of NGBs and the means of compliance with each.

Leading USOPC efforts to clarify and/or improve such requirements to maximize effectiveness.

Ensuring investigations are resolved promptly, including monitoring case aging and developing strategies to increase efficiencies while appropriately resolving matters.

Coordinating USOPC work to address instances of NGB issues and satisfy such requirements.

Initiating and managing investigations in compliance matters, USOPC matters, and other related matters at the USOPC or NGB level as appropriate.

Supervising Senior Compliance Investigators in performing their duties and overseeing their investigative work, including assigning reports the USOPC receives through its Integrity Portal.

Collaborating with the USOPC Compliance and Audit teams concerning USOPC and NGB compliance strategy.

Supporting internal USOPC efforts to organize resources for sport support in non-NGB sport situations as they develop.

Develop and regularly update policies and procedures for NGB investigations and Section 8 proceedings in coordination with the Ethics & Compliance team.

Building relationships with stakeholders and their organizations and constituencies to understand better and identify compliance risks.

Manage Section 8 proceedings, including by:
-
Review potential Section 8 matters and provide advice/counsel to senior management in pursuing potential Section 8 actions.
-
Leading USOPCUSOPC'secution of any such Section 8 actions.
-
Ensuring that all procedural requirements and time limits are met regarding processing such matters.
-
Leading efforts to update, clarify, and improve the Section 8 process and approach as appropriate.

Collaborate with the Chief Ethics & Compliance Officer on Ethics program management by:
-
Overseeing the annual ethics disclosure process.
-
Consult with the Chief Ethics & /Compliance Officer, reviewing annual and ongoing ethics program disclosures, including gift and entertainment, outside work, and conflicts disclosures.

Conducting annual training on ethics-related policies.
-
Serving as a point of contact for ethics-related questions from USOPC team members.
-
Reviewing and refreshing ethics-related policies and procedures annually.
-
Conducting and/or overseeing ethics investigations as directed by the Chief Ethics & Compliance Officer and/or the Ethics & Compliance Committee.

Develop agenda and materials for Ethics & Compliance Committee meetings and attend committee meetings to document minutes.
-
As requested by the Chief Ethics & Compliance Officer, provide support on other complex USOPC issues, member matters, and/or athlete issues.
Here are the skills and experience you'll need to be effective:

Juris Doctor degree
-
Ability to be admitted to the Colorado bar within six months of start date
-
7+ years of experience in the practice of law, preferably related to professional or amateur sports
-
Experience in litigation, arbitration, mediation, and investigation practices and procedures
-
Experience with NGBs and/or elite athlete organizations a plus
-
Experience with corporate ethics policies and procedures and conflicts of interest
-
Excellent written and verbal communication skills
-
Ability to objectively and effectively summarize and analyze legal issues

Creative and collaborative problem-solving ability

Ability to work with direction from multiple sources and prioritize the handling of multiple investigations

Ability to be flexible in a fast-paced environment

This position is open to hybrid working from our downtown Colorado Springs Headquarters or remotely in the U.S.
Here's more information you need to know:

Hiring Pay Range: $124,086 - $157,589 per year.
-
This full-time, exempt position is intended to work 40 hours per week.

Bonus: This position will be eligible for the Annual Incentive Award Program, which has a 20% target. The USOPC may change or eliminate this program at any time at its sole discretion.
